PROBLEM TO BE SOLVED: To provide a buffer mat which allows a user to freely change thickness and cushioning property of a sheet and is excellent in a thermal insulating property and air permeability. SOLUTION: The buffer mat is formed by sticking a bubble buffer sheet 2 in which a flat base film 5 and an embossed film 6 having many projections 6a are stuck together to have projecting closed cells, to a resin member 3 including a resin plate 4 having a porous structure. Thus, by appropriately adjusting the resin member 3 and the bubble buffer sheet 2, the user can freely change the thickness and cushioning property of the buffer mat 1. Further, the buffer mat 1 is provided which can be configured to have the excellent thermal insulating property by utilizing the bubble buffer sheet 2, and which is excellent in air permeability since the resin plate 4 has the porous structure.
