PROBLEM TO BE SOLVED: To obtain traffic information using billing information of a mobile terminal. SOLUTION: When making telephone calls using the mobile terminals on a highway, a standard value of a traffic state is set with an amount of occurrences of calling attempts for each period of time (S71), and an amount of occurrences of calling attempts to each base station is extracted (S72). The information of the traffic state on the highway can be obtained in real time, by comparing the extracted amount with the standard value and setting a traffic rating for each base station area (S73, S74).
