PROBLEM TO BE SOLVED: To reduce an amount of energy consumption in a fixing process in a wet developing method. SOLUTION: A wet image forming apparatus 1A is provided with a charging device 11 charging the surface of a photoreceptor drum 10, an exposure device 12 forming an electrostatic latent image on the surface of the charged photoreceptor drum 10, a liquid developing device 14 developing the electrostatic latent image formed on the surface of the photoreceptor drum 10 by using a liquid developer to form a toner image, and a primary transfer roller 20 and a secondary transfer unit 4 transferring the developed toner image onto a recording medium. As the liquid developer, the one which includes an electric insulating carrier liquid and toner particles dispersed in the carrier liquid, and contains polyvinyl butyral and unsaturated fatty acid glyceride, is used.
