PROBLEM TO BE SOLVED: To provide a white organic electroluminescence element which can be formed by a wet processing in manufacturing an organic electronic element having a multilayered structure, and has excellence in electron injection characteristics, electron transport characteristics, durability, and luminescent efficiency, and to provide a method of manufacturing the same. SOLUTION: A white organic electroluminescence element includes: a plurality of organic compound layers 4, 5, 6 laminated so as to be sandwiched between an anode 3 and a cathode 7; a first luminescent layer 5 formed at the anode side and including a first guest material which emits light by the recombination of the injected electron and hole, and is insoluble in alcohol system solvent; a second luminescent layer 6 formed by the wet processing so as to have contact with the cathode side of the first luminescent layer 5, having phosphine oxide group incoordinate to a transition metal, soluble in alcohol system solvent, and including a second guest material which emits light by the recombination of the injected electron and hole. The first and the second guest material are selected so that superimposition of the light emission from the first luminescent layer 4 and the light emission from the second luminescent layer 5 provides white color.
