PROBLEM TO BE SOLVED: To highly accurately determine the dry/wet state of a road surface at low cost by arithmetically processing an image of a road surface. SOLUTION: The image photographed with a camera 1 is processed with a Gabor filter, and data processed by short-period Gabor filtering and data processed by long-period Gabor filtering are acquired (processing part 12). Normalization processing is performed from both of these pieces of data (processing part 13), and by comparing the normalized value with a predetermined threshold, the dry/wet state of the road surface is determined.
