PROBLEM TO BE SOLVED: To provide a device for adjusting a state of charge, capable of increasing an upper limit value of current which can be made to flow through a plurality of battery cells at charging or discharging, and to provide a battery system with the device for adjusting the state of charge, an electric vehicle, a moving body, a power storage device, a power supply device, and a program for increasing the state of charge adjustment. SOLUTION: Voltages of a plurality of the battery cells connected in series are measured by a voltage measurement part, and currents flowing through the plurality of the battery cells are measured by a current measurement part. Based on the measured voltages of the plurality of the battery cells and the measured currents flowing through the plurality of the battery cells, an upper limit charge current value and an upper limit discharge current value are calculated which can be flowed through the respective battery cells at charging or discharging. The battery cells are selected which have the calculated upper limit charge current value C [i] smaller than a charge-side reference value Cave, and the calculated upper limit discharge current value D [i] larger than a discharge-side reference value Dave, and the state of charge is adjusted by discharging the selected battery cells.
