PROBLEM TO BE SOLVED: To improve the accuracy of CDCSS code matching decision in a CDCSS decode processing apparatus provided in a radio transmitter. SOLUTION: A CDCSS bit determining section 18 generates CDCSS determination data for which an inputted CDCSS extraction detecting signal component is determined as "1" or "0". A VI determining section 19 sets an intermediate invalid level range between "1" and "0" for a level of the CDCSS extraction detecting signal component and generates VI determination data for which bits of a bit period, during which the CDCSS extraction detecting signal component is within the invalid level range, are determined as invalid "1". A CDCSS code determining section 20 exclusively ORs the CDCSS determination data with CDCSS reference data, then ORs the resultant exclusive OR with the VI determination data, and further counts the number of "1" (error bits) in the OR.
