PROBLEM TO BE SOLVED: To create a control program from the same source code in a control program creation device attached with a standard library even if there does not exist a standard function used for a source code when the control program is created in the attached standard library. SOLUTION: This control program creation device attached with a standard library including a standard function is provided with: a means for creating a standard library sub-set constituted of only a standard function used for a source code; and a means for creating a standard library (complemented) by complementing the standard function which does not exist in the standard library with the standard library sub-set.
