PROBLEM TO BE SOLVED: To solve a problem that, when connecting and using semiconductor chips whose operating voltages are different from each other, it is necessary to provide in each of the semiconductor chips an input/output buffer circuit which is operated by a voltage different from its own operating voltage, and thereby a chip area may be expanded. SOLUTION: A semiconductor device has a first semiconductor chip which is operated by a first power supply voltage, and a second semiconductor chip which is operated by a second power supply voltage lower than the first power supply voltage and supplies the second power supply voltage to the first semiconductor chip. Otherwise, as a semiconductor chip appropriate for use in manufacturing the semiconductor device, the semiconductor chip has: an output circuit having first and second transistors which are connected in series with each other and in which on/off-operations are switched complementarily for each other, and outputting a signal to a first external terminal; and a third transistor which is connected in series with the first and second transistors and whose gate electrode is connected to a second external terminal.
