PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method, wherein fixation can be performed with low-thermal energy using a liquid developer in which a toner is dispersed into a high-volatile carrier liquid without causing degradation of fix level or an adverse effect to the quality of fixation, a toner existing in a remaining developer is prevented from adhering to a developer carrier during the stop of the apparatus, and collection and recycling of the remained developer are not prevented. SOLUTION: A liquid that is less volatile than the carrier liquid is applied on surfaces of a plurality of developer carriers for carrying and conveying the liquid developer at the predetermined timing after forming an image. Then, the low-volatile liquid is removed from the surface of the developer carrier on a most downstream side at the predetermined timing before forming the image. COPYRIGHT: (C)2011,JPO&INPIT
