<P>PROBLEM TO BE SOLVED: To provide a light emitting element that is enhanced in efficiency of light extraction and easily made thin, to provide a method of manufacturing the same that improves mass productivity, and to provide a light emitting device. <P>SOLUTION: The light emitting element includes a semiconductor stack including a light emitting layer, and a translucent substrate where the semiconductor stack is provided on an upper surface side and unevenness with its average height and average pitch uniformly distributed is provided on a side surface.
