PROBLEM TO BE SOLVED: To accurately extract a valid region including a halftone. SOLUTION: An image processing apparatus has: a valid region extracting section 23 for extracting a valid region included in an image by executing valid region extraction processing on the basis of a set binarization threshold; a return determining section 24 for determining whether the valid region extracting section 23 is made to execute valid region extraction processing again on the basis of a result of the valid region extraction processing in the valid region extracting section 23; and a binarization threshold setting section 22 for changing the setting of the binarization threshold so as to easily determine a halftone constituting the image as a valid region each time valid region extraction processing is executed repeatedly.
