PROBLEM TO BE SOLVED: To more easily calibrate a torque meter. SOLUTION: A stationary wall 103 is fixed to a base 1. A calibration arm 101 for tire axial torque meter is attached to a tire hub 501 in an inclined state so that a roller 102 provided at the top of the calibration arm 101 for a tire axial torque meter is in contact with a stationary wall 103. A tire shaft 13 is fixed to a tire shaft bearing 14a by using a tire shaft lock member 400, and the tire shaft 13 is locked so as not to rotate at a side closer to a tire motor 18 than a tire axial torque meter 15. A control part controls a load cylinder 21, applies force to a stage 12 in direction toward the stationary wall 103 by the load cylinder 21 to obtain the torque detected by the tire axial torque meter 15 relative to the force, and obtains a relation between moment applied to the tire shaft 3 and the torque detected by the tire axial torque meter 15 to calibrate the tire axial torque meter 15.
