PROBLEM TO BE SOLVED: To reduce air resistance when a vehicle travels, by improving the straightening effect of an air flow passing through an outside part in a vehicle width direction of a wheel cap. SOLUTION: The wheel cap 30 is installed in a disk wheel 12 of a front wheel 10 of a vehicle body of an automobile, and the wheel cap 30 can relatively rotate to a wheel 12. A plurality of fins 34 are dispersively arranged in the vehicle vertical direction on an outside surface 30B in the vehicle width direction of the wheel cap 30, and the air flow W1 when the vehicle travels is straightened by the plurality of fins 34. An opening-closing valve 74 is arranged on an inside surface 30C in the vehicle width direction of the wheel cap 30, and when the temperature in the wheel 12 is lower than a predetermined value, a ventilation hole 40 is blocked up, and when the temperature in the wheel 12 becomes the predetermined value or more, the ventilation hole 40 is opened.
