PROBLEM TO BE SOLVED: To provide a manufacturing method for a planar heater capable of efficient and easy manufacturing the planar heater which utilizes electric energy for heating a fluid circulating inside a cylindrical pipe from an outer peripheral side of the pipe even though manufacturing various kinds of products at small quantity (when manufacturing planar heaters having different bore diameters at a small quantity base); and to provide a planar heater. SOLUTION: A heat-shrinkable resin tube is arranged on an outer peripheral surface of a molding die having a columnar outer periphery with a designated outer diameter, and the heat-shrinkable resin tube is shrunken by heating. After molding at a cylindrical shape, a heating element and a flexible insulating resin sheet are arranged by piling up on the outer peripheral surface of the shrunken heat-shrinkable resin tube, the shrunken heat-shrinkable resin tube, the heating element, and the insulating resin sheet are integrally molded at a cylindrical shape by heating them, and a slit is given to the integrally-molded cylindrical shape as a planar heater.
