PROBLEM TO BE SOLVED: To provide a method of manufacturing an elliptical-cylindrical member and a press device by which occurrence of breaking and buckling in a weld zone is suppressed when press-forming a cylindrical member into the elliptical-cylindrical member and by which occurrence of failure such as breakage and crack in a weld zone can be suppressed, when manufacturing a container for catalytic converters by applying spinning-forming to the press-formed elliptical-cylindrical member. SOLUTION: By the press device 10 which has a fixed die 12 and a movable die 11 which is constituted so as to be movable in the approaching and separating direction with respect to the fixed die 12 and a forming space 16 which is enclosed by the forming surface 11a of the movable die and the forming surface 12a of the fixed die is formed into an elliptical-columnar shape when clamping the movable die 11 and the fixed die 12, the cylindrical member 5 is press-formed in a state where the weld zone 6 is pressurized toward the transverse part 11b of the movable die or the transverse part 12b of the fixed die with a core 14, and the elliptical-cylindrical member 7 having the elliptical-cylindrical shape is formed.
