PROBLEM TO BE SOLVED: To provide a failure diagnosis device, along with an electrical control unit with failure diagnosis and a system and method for failure diagnosis, capable of determining whether a failure is associated with maintenance, even if the failure of an on-board system associated with the maintenance is detected. SOLUTION: The failure diagnosis device 100 includes: a diagnosis unit 31 for diagnosing a component 21 of a vehicle 11 to generate diagnosis information 35; a memory 28 for memorizing the diagnosis information 35; and sending units 36 and 24 for sending the diagnosis information to a server 50. The failure diagnosis device further includes: a wheel float detector 34 for detecting that vehicle weight applied to a wheel of the vehicle 11 has been reduced; and a diagnosis stopper 33 for forbidding generation or sending of the diagnosis information 35, when the wheel float detector detects that the vehicle weight applied to the wheel has been reduced.
