PROBLEM TO BE SOLVED: To provide a method of stably forming a ground area in which a predetermined level of strength can be obtained in the widest range from a filler port using a minimum amount of cement in a construction method for reinforcing a ground in which a cement milk is filled in a ground. SOLUTION: In this construction method for reinforcing a ground, when a cement is diffused in water to form a cement milk, and the cement milk as a grout is filled in the ground while imparting a pressure thereto, the water/cement ratio of the grout to be filled is varied stepwise or continuously after starting the filling so as to meet the requirements (a) the water/cement ratio [W/C]<SB>0</SB>at the start of filling must be 1,200% or less and (b) a cumulative filled amount of cement must be 60-100 mass% of the total filled amount of cement when the cumulative filled amount of cement reaches 50 vol% of the total filled amount of grout.
