PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing program that can set an effective area while removing unnecessary components extending linearly on an image. SOLUTION: A determination part 12 determines whether each pixel of an image binarized by a binarization part 11 is effective or not, and an area setting part 13 sets an area including effectively determined pixels as an effective area. In the determination by the determination part 12, a plurality of determination areas having predetermined positional relationships with a pixel to be determined are so placed that each determination area overlaps with others and does not overlap in predetermined directions. Whether each determination area is effective or not is determined in accordance with the number of pixels of one of two values of the determination area, and whether the pixel to be determined is effective or not is determined in accordance with the number of effectively determined determination areas.
