PURPOSE: A rotation-balance maintaining device is provided to enable power load on input side of a flywheel to be stably maintained as no load. CONSTITUTION: A rotation-balance maintaining device comprises cam follower bearings, a cam gear(25), a cam gear arm(24) and a mount(21). The cam follower bearings are installed on the circumferential surface of one side of a flywheel(11) connected to an axis fixing unit(15), at regular intervals. The cam gear engages with the cam follower bearings. The cam gear arm comprises a gear axis passing through the cam gear, and a weight holding axis. The mount is installed to be able to rotate with the cam gear arm and a bearing axis(22).
