PURPOSE: A service access control device based on the location, a method thereof, and system thereof are provided to control usage authority and access authority about a service which is provided by a SaaS(Software as a Service) technology. CONSTITUTION: A communication unit(210) receives a service request message transmitted to a service server, which provides a multi-tenant service, from user. A confirmation device(220) confirms a tenant in which a user belongs from the service request message received by the communications unit. A determining unit(230) determines whether the user is able to access to the service or not based on the location of the user and the checked tenant. If it is determined as the user is accessible to the service, the service request message is forwarded to the service server by the communication unit.
