PROBLEM TO BE SOLVED: To provide a novel technical means for performing efficient band allocation. SOLUTION: A base station AP communicable with terminal devices STA-1 to STA-K comprises: an arithmetic part 43 for calculating an allocation band r<SB>i</SB>for transmission queues Q-1 to Q-K provided for each transmission information kind in the base station AP and/or in the terminal devices STA-1 to STA-K; and an acquisition part 42 for acquiring parameters ρ<SB>i</SB>, σ<SB>i</SB>, L<SB>i,max</SB>with which a maximum transmission delay amount D<SB>i,max</SB>of transmission information can be calculated when the band r<SB>i</SB>is applied and a maximum allowable transmission delay amount DB<SB>i,max</SB>of the relevant transmission information, wherein the arithmetic part 43 calculates the band to be allocated to the transmission queues Q-1 to Q-K on the basis of the parameters ρ<SB>i</SB>, σ<SB>i</SB>, L<SB>i,max</SB>of each of transmission information and the maximum allowable transmission delay amount DB<SB>i,max</SB>of each of the transmission information.
