PROBLEM TO BE SOLVED: To easily manufacture, at a lower cost, an optical element, such as a lens, applicable in imaging apparatus used in various purposes. SOLUTION: In a method for manufacturing a meta-material member 10, first, a plurality of resonance elements 12, each of which has a resonator 1 of a prescribed shape, is produced (step S1). Then, a plurality of spherical microcapsules 20, each of which incorporates one resonator 1, is produced (step S2). Then, the microcapsules 20 are filled into a mold 33 of a prescribed shape together with a prescribed liquefied dielectric material 15 (step S4).
