A time direct vector generation unit (13) specifies a micro-block which is in the same location spatially as a micro-block to be encoded, from among micro-blocks which form an encoded picture close to the time of the micro-block to be encoded, and generates a time direct vector for a time direct mode, from the motion vectors of four rectangular blocks which are located in the centre of the specified micro-block.
