The system (100) has a first memory device (110) for storing consumer data that comprises purchase information over purchase parameters for two product categories in a geographical area. A second memory device (120) stores merchant data. A third memory device (130) stores a merchant parameter value of one of the product categories of a merchant in a portion of the geographical area. A comparator (160) compares a portion of a total sale parameter value with the merchant parameter value for one of the product categories of the merchant.
