PROBLEM TO BE SOLVED: To save power while properly carrying out cooperative control. SOLUTION: A second communication/control module is provided to freely switch a transmission means between a transmission state that allows the transmission means to transmit transmission information when power is supplied, and a standby state that prohibits the transmission means from transmitting the transmission information when no power is supplied. A battery for the second communication/control module and a power generation means that generates power along with an operation of target equipment of the second communication/control module, are provided.
