PROBLEM TO BE SOLVED: To obtain a sufficient effect with a small calculation amount in transmission power control in cooperation among a plurality of base stations in a cellular system. SOLUTION: A propagation loss between a plurality of base stations and terminals existing in cells of the respective base stations and the noise power of each of the terminals are estimated, a system of simultaneous equations using the transmission power of each base station as a variable is established so that the SINR of each terminal is set equal to required transmission quality, and solutions of the equations are obtained. Whether the solutions thereof satisfy restriction conditions of the transmission power of the base station is determined, and if not, the communication of the terminal low in required communication quality is preferentially restricted, and the system of simultaneous equation is established again. The above processing is repeated until the solutions satisfy the restriction conditions or the terminals to be excluded are eliminated. When the solutions satisfy the restriction conditions, the solution is allocated as the transmission power of each base station. When cooperative transmission among the base stations is allowed, the cooperative transmission among the base stations is performed before reducing the terminals. COPYRIGHT: (C)2011,JPO&INPIT
