<P>PROBLEM TO BE SOLVED: To deliver an order notice or a lottery notice by e-mail to a user's portable terminal by simple reception operation. <P>SOLUTION: A terminal installed in a facility reads information in a non-contact card with user information stored therein from a user's portable telephone, performs registration, and transmits the read information to a management control server. On the basis of the received user information, the management control server manages an order, and calculates a predicted waiting time to create e-mail related to order information.
