<p><P>PROBLEM TO BE SOLVED: To provide a developer carrier that always obtains satisfactory image characteristics by having performance for preventing ghost through the speedy charging of developer by means of friction in the initial stage of the start of use and for preventing density decrease and image quality degradation through the suppression of charge-up of developer in long term use, and to provide a method for producing the developer carrier, and a developing device that has the developer carrier. <P>SOLUTION: The developer carrier holds on its surface developer for developing an electrostatic latent image formed on an electrostatic latent image carrier, and includes a substrate and a resin layer as a surface layer. The resin layer contains conductive particles and electric charge control resin having a binding resin with a -NH<SB>2</SB>group, =NH group, or -NH- bonding in its molecule, a quaternary phosphonium salt compound expressed by formula (1), and a unit expressed by formula (2). The closer to the surface of the resin layer, the greater the contents of the electric charge control resin the resin layer has.
