PROBLEM TO BE SOLVED: To provide a terminal which can specify a terminal in which a failure has occurred, and to provide a terminal monitoring system and a terminal monitoring program. SOLUTION: The terminal 100 is connected to a first other terminal 200, a second other terminal 300, a third other terminal 400 and a fourth other terminal 500. The terminal 100 includes a first receiving part 110 which receives from the first other terminals 200 first information containing an identifier of each terminal in a group and state information which shows the state of each terminal, a first transmission part 120 which updates the state information of an own terminal contained in the first received information to the state information which shows that it has no failure and transmits the first updated information to the second other terminal 300, a second transmission part 130 which transmits the second information which shows that the own terminal has no failure to the third other terminal 400, a second receiving part 140 which receives the second information which shows that the fourth other terminal 500 has no failure from the fourth other terminals 500, and a determination part 150 which determines that the state of the first other terminal 200 is in failure when the first information is not received from the first other terminal 200 within a predetermined period after receiving the second information.
