PROBLEM TO BE SOLVED: To provide a mixing and agitating device capable of securing high agitating performance even if the power is small. SOLUTION: This mixing and agitating device 1 mixes and agitates a ground and a solidification material. The device includes an excavation shaft 2 having an outlet 22 for discharging the solidification material, excavation blades 3 projecting from near the front end of the excavation shaft, co-rotation prevention frames 4 having respective lower frames 41, side frames 43, and upper frames 42 which extend from a lower rotating part 44 and an upper rotating part 45 provided above the excavation blades at an interval in the axial direction and rotatably relative to the excavation shaft, first agitating blades 51 projecting diagonally upward from the excavation shaft which is rotatable on the inside of the co-rotation prevention frame without being interfered by the co-rotation prevention frame, and a second agitating blade 52 projecting diagonally downward from the excavation shaft which is rotatable on the inside of the co-rotation prevention frame without being interfered by the co-rotation prevention frame.
