<p><P>PROBLEM TO BE SOLVED: To facilitate isolation of a failure location in an apparatus, storing signals different in various services and various signal types, and to allow a maintenance person to optionally select a maintenance method for maintenance of a layer integration device according to needs for maintenance of an individual layers or needs for maintenance depending on a result of performing inter-layer processing. <P>SOLUTION: In this failure setting device, a setting screen on which the maintenance person 3001 selects a layer type to manage and a management method thereof is mounted on a setting device 3000 in advance. The maintenance person 3001 selects and sets a layer integrated setting or a layer individual setting by a display section 3005 and a setting section 3004.
