<P>PROBLEM TO BE SOLVED: To provide a catalyst for producing methacrylic acid at high selectivity, a method for producing the same and a method for producing methacrylic acid by using the catalyst. <P>SOLUTION: The method for producing the catalyst for producing methacrylic acid comprises the steps of: adding a molybdenum raw material and a raw material of an X element, at the least, into water to prepare the heteropolyacid-including aqueous slurry or solution; adding an alkali metal compound to the prepared aqueous slurry or solution to precipitate the alkali metal salt which is obtained from a part of the heteropolyacid, as a salt of the heteropolyacid; and thereafter adding a phosphorus raw material and keeping the temperature of the slurry at ≤70°C to produce the catalyst including a phosphorus element, a molybdenum element, the X element (at least one element selected from the group consisting of silicon, titanium, germanium, arsenic, antimony and cerium) and an alkali metal element.
