PROBLEM TO BE SOLVED: To provide a lightweight tile carpet required for a floor material in an office, hotel or public facility, excellent in the cushioning property for securing the comfortable walking. SOLUTION: The tile carpet 1 is formed by bonding and integrating three layers including a surface pile layer 2 made of a pile fabric, a reinforcing layer 3 and a lining layer 4 via bonding resin layers 5. In the lining layer 4, a nonwoven fabric 6 with low moisture permeability and a nonwoven fabric 7 with a cushioning property are layered and integrated with each other by a needle punching process, and the nonwoven fabric with low moisture permeability is disposed on the bonded surface side to the reinforcing layer, so that the lightweight tile carpet having the compression elasticity modulus suitable for walking and a method of efficiently manufacturing the tile carpet are found to attain the invention.
