<p>A radio base station (10) comprises: a radio resource allocation deciding unit (11) that decides whether to allocate a radio resource to a mobile communication apparatus; a radio resource control unit (12) that allocates the radio resource to the mobile communication apparatus for which the execution of the radio resource allocation has been decided; a back-haul circuit control unit (13) that performs such a control that data received from the mobile communication apparatus is output to a back-haul circuit (14) that is to relay the data to an upper level network. Upon occurrence of congestion, the radio resource control unit (12) reduces the amount of radio resource to be allocated, while the radio resource allocation deciding unit (11) decides, in accordance with whether the received data satisfy a service quality specified in advance, whether to allocate the radio resource to the mobile communication apparatus.</p> |
