CONSTITUTION: A weather crisis index system of a carbon dioxide concentration collection module(121) collects a carbon dioxide concentration material among the atmosphere. The carbon dioxide concentration collection module(122) calculates the carbon dioxide index. A temperature anomaly collection module(131) collects the temperature anomaly. A temperature index calculating module(132) calculates temperature index. A population increase rate collecting module(170) collects a material of a population increasing rate of specific nation and increasing rate of world population. A food statistic data collecting module(141) collects the global food statistics.
