PROBLEM TO BE SOLVED: To effectively improve a coupling degree by reducing a current leakage to a ground plate from a coupling element. SOLUTION: The coupling element 11 and ground plate 13 to be formed by conductive materials are separately arranged in a first direction. A short-circuit element 12 to be formed by the conductive material short-circuits the coupling element 11 and the ground plate 13. The coupling element 11 has a shape for generating a current on a predetermined current route passing through a reference point P1 in response to the reception of power supply to the reference point P1 or by electromagnetic coupling with the other coupler device, while the ground plate 13 has notched parts 13a, 13b at a part arranged in the first direction or in the vicinity of the position relating to at least a part of a part except for the reference point P1 among parts to be used as a current route in the coupling element 11.
