PROBLEM TO BE SOLVED: To suppress the sudden fluctuation of oil pressure. SOLUTION: When the operating position of a control valve 103 is returned into a neutral position X1 from a communicating position X2, a controller 204 controls the flow rate of an unloading valve 123 to increase the flow rate of pressure oil discharged from the unloading valve 123 according to a drop of oil pressure in a supply passage 107. The sudden drop of oil pressure in the unloading valve 123 can thereby be suppressed. As a result, the wear or damage of the unloading valve 123 due to cavitation can be suppressed.
