PROBLEM TO BE SOLVED: To provide an opening and closing device that can make an appearance simple while enabling an improvement in security, and to provide an opening apparatus that improves the security by being equipped with the opening and closing device and has a simple appearance. SOLUTION: The opening and closing device 30, which is arranged in any one of frame materials constituting a frame 11, pushes out and draws one end of a sliding screen 20 provided in a frame partitioned with the frame. The opening and closing device includes an operation member 70 which is used for an operator's operation, the drive device 31 which is actuated by operating the operation member, and at least one arm 75 for connecting the drive device and the sliding screen together. The drive device is equipped with an opening and closing limiting means 60 for limiting the operation of the drive device.
