<P>PROBLEM TO BE SOLVED: To provide a frequency resource allocation method and a system in which frequency resources of a downlink common control channel can be efficiently utilized in accordance with an operational situation of a radio communication system. <P>SOLUTION: A measurement result indicating a state of each frequency resource distributed from each base station 2 in a target area 1 for a downlink common control channel is collected by a threshold value calculator 3 for calculating a threshold value for each target area 1 including a plurality of base stations 2, an allowable threshold value and the number of required frequency resources to be designated to each base station 2 are calculated and notified to each base station 2 based on the measurement result and a specific threshold value for determining the state of each frequency resource, and the specific threshold value is updated based on communication quality information from each terminal. <P>COPYRIGHT: (C)2011,JPO&INPIT |
