<P>PROBLEM TO BE SOLVED: To improve efficiency of coding in intra prediction. <P>SOLUTION: A spline parameter generation unit 92 calculates N spline parameters of an (N-1)-order polynomial for intra prediction by solving an N-order simultaneous equation using an adjacent pixel value of N lines from a line buffer 74. A predictive image generation unit 82 generates a predictive image by N spline parameters obtained by the spline parameter generation unit 92 for the (N-1)-order polynomial.
