A seat heater (10) provided to a seat (1) comprising a seat cushion (2) and a seat back (3). The seat heater (10) comprises a first heat generation body (12U) which is provided to the upper part (3Lu) of the backrest surface (3L) of the seat back (3), and a second heat generation body (12L) which is provided to the lower part (3Ll) of the backrest surface (3L) of the seat back (3). The density of heat generation of the first heat generation body (12U) is set to be lower than that of the second heat generation body (12L).
