PROBLEM TO BE SOLVED: To achieve real-time processing usable for live streaming transmission even if reducing computational amount and computational time of LDGM decoding processing, and using a huge block length. SOLUTION: From an inspection matrix, a structural representation format (bidirectional link representation of a binary sparse matrix) of a structure ROW having M elements and representing a row and a COLUMN having N elements representing a column is generated to be stored in a storage unit. An error symbol of the inspection matrix is recovered, and then all of inspection equations are scanned. Error correction processing is performed after completion of row scanning of inspection equations, where an error can be corrected. The inspection equations are classified according to symbol reception states, dependent relations each expressing one mutually higher order inspection equation and one mutually lower order inspection equation in the inspection equation group are decided, and symbol recovery of the inspection equations having no dependent relations is processed in parallel.
