PROBLEM TO BE SOLVED: To provide an apparatus and a method for estimating a bias between frequencies, wherein more accurate estimation can be achieved in consideration of difference in the status of an ionized layer during the daytime and the nighttime. SOLUTION: An apparatus 32 for estimating a bias between frequencies, having one or more receivers for receiving satellite signals transmitted from a plurality of positioning satellites, and utilizing a positioning system that obtains position information using positioning information included in the satellite signals, includes a model value calculation section 34 for calculating the total electron number model value, based on the ionized layer electron density model function; a nighttime observation data processing section 36 for estimating a bias between first receiver-dependent frequencies based on the observed value for the satellite signals observed at nighttime and the total electron number model value; and a daytime observation data processing section 37 for calculating the bias compensation amounts between satellite-dependent frequencies, based on the observed value for the satellite signals observed at daytime, the total electron number model value, and a bias between the first receiver-dependent frequencies, as well as, for estimating the bias between the first satellite-dependent frequencies based on the bias compensation amounts between satellite-dependent frequencies.
