A membrane electrode assembly (MEA) with a first structural film layer 25a disposed at its periphery, a second structural film layer 25b adhered to the first structural film layer 25a by an adhesive 27, at least one of the first and second structural film layers 25a, 25b also being adhered to one of an anode 21 and cathode 20 by the adhesive 27, the MEA and the first and second structural film layers 25a, 25b being sandwiched by a pair of gas diffusion layers 23,23', characterized in that the first structural film layer 25a has a plurality of vias 26a therein; and the second structural film layer 25b has a plurality of vias 26b therein which are in non - overlapping relation to the vias 26a in the first structural film layer 25a.
