PROBLEM TO BE SOLVED: To provide a roller outside crack diagnostic device and a diagnostic method diagnosing rollers with various outer diameters and stably inputting an ultrasonic wave into rollers without exchanging an ultrasonic wave horn. SOLUTION: The roller outside crack diagnostic device 1 includes: an ultrasonic wave vibration generator 5 equipped with an ultrasonic vibrator 5a generating an ultrasonic wave vibration and an ultrasonic wave horn 5b amplifying the generated ultrasonic wave vibration, a fixing device 6 which fixes the ultrasonic wave vibration generator 5 and a roller so that an end of the ultrasonic wave horn 5b contacts a surface of the roller with a desired pressure, and an infrared thermography device 9 which measures a temperature distribution at a measured part containing a cracked part producing heat by the input of the ultrasonic wave vibration and detects an outside crack. The end of the ultrasonic wave horn 5b is formed into a V-shape, thereby stability of contact between the roller and the ultrasonic wave horn 5b can be enhanced and outside cracks can be inspected with high efficiency.
