PROBLEM TO BE SOLVED: To provide a scrubber excellent in scrubbing capability, to which a soft member is easily fixed without requiring complicated processes such as adhesion and drying. SOLUTION: The scrubber 1 includes: a first scrubbing member 2 composed by implanting a plurality of fiber bundles 12 to a part of the outer peripheral surface of a first implantation base piece 11; a second scrubbing member 3 composed by implanting a plurality of fiber bundles 14 to a part of the outer peripheral surface of a second implantation base piece 13; a connection means 4 for connecting the first implantation base piece 11 and the second implantation base piece 13; and a third scrubbing member 5 composed of a soft member and disposed between the first scrubbing member 2 and the second scrubbing member 3 connected with each other by the connection means 4.
