PROBLEM TO BE SOLVED: To provide an anchor that fixes tissues to bone and an implanting anchor insertion tool that inserts the anchor into the bone and ties a suture thread around the tissue. SOLUTION: A surgical instrument includes: an external tubular member 110; an adapter 130 that is coupled with the external tubular member 110; an actuator 120 that is coupled with the adapter 130 and includes a guide orbit 140 and a bump-shape protrusion that is provided in the guide orbit 140; and first and second implants that are stored in the external tubular member and where the second implant is arranged at a proximal end side of the first implant. The actuator 120 advances the bump-shape protrusion along the guide orbit 140. Thus, the first and second implants are guided to be arranged from the external tubular member 110.
