Disclosed is a plasma display panel equipped with a front plate and a back plate that is disposed facing the front plate. The front plate is provided with a display electrode, a dielectric layer that covers the display electrode, and a protective layer that covers the dielectric layer. The protective layer includes an underlayer that is formed upon the dielectric layer, a plurality of first particles that are distributed across the entire surface of the underlayer, and a plurality of second particles that are distributed across the entire surface of the underlayer. The first particles are flocs in which crystal particles comprising magnesium oxide have been aggregated in a plurality. The second particles are cubic-shaped crystal particles comprising magnesium oxide.
