PROBLEM TO BE SOLVED: To provide an apparatus capable of stably performing the decomposition reaction of a hardly decomposable organic compound and shortening the treatment time. SOLUTION: The apparatus of the present invention includes: a conveyance means 11 which indirectly heats contaminated material containing the hardly decomposable organic compound with superheated steam while conveying the contaminated material; a first gasification device 12 which is provided with a first heating means of indirectly heating the contaminated material supplied by the conveyance means 11, vaporizes moisture remaining in the contaminated material with the first heating means, feeds a part of the produced superheated vapor to a second gasification device 13 and feeds the remaining to the conveyance means 11; and the second gasification device 13 which is provided with a second heating means of indirectly heating the contaminated material discharged from the first gasification device 12 and a part of the superheated steam, gasifies the hardly degraded organic compound in the contaminated material with the second heating means and causes the hardly decomposable organic compound to react with the superheated steam to decompose the hardly decomposable organic compound.
